Not quite the same as no prompt, and I did follow some of the suggestions there. I've also tried the fix listed in but the registry key didn't exist and creating it didn't make a difference. We can see the 'Needs Password' prompt at the bottom of the Outlook screen, but when we click it the dialog box to enter the password flashes for less than a second before it disappears. Wiping their user profile worked for a short while, but then stopped working after. I've tried reinstalling office, creating a new Outlook profile and also wiped their user profile to create a new one - to no avail. Meanwhile the Outlook status bar will say "need password". and then they'll be asked for their password. When they open Outlook, they'll be prompted for their password by a large white box - and upon entering their password, they will get the "Just a moment" screen with the spinning dots. However, a couple of users are getting strange issues with Outlook that I have not been able to fix. We've recently migrated the company over to Office 365 using a hybrid exchange set up and it's been largely painless.
